The ShivpuriSolar Park, proposed as a 1000 MW solar-plus-storage project by Rewa Ultra MegaSolar Limited (RUMSL), will be developed on government land in ShivpuriDistrict, Madhya Pradesh. The park will consist of multiple units combiningsolar panels with co-located battery energy storage systems (BESS), which mayalso be set up at a site arranged by the developer anywhere in India. Powerfrom the project will be procured by Madhya Pradesh Power Management CompanyLimited (MPPMCL), which has expressed its preference for assured evening peakpower supply (4 hours) during the six months from October to March. For theremaining months, a tie-up with Uttar Pradesh Power Corporation Limited (UPPCL)is planned. If an agreement with UPPCL is not finalized, RUMSL will explorealternatives, including partnerships with other state DISCOMs to meetcomplementary demand or full offtake by MPPMCL.IFC will beengaged by RUMSL to develop the 1000 MW solar-plus-storage project under thePublic Private Partnership (PPP) model. IFC-s scope of work will includetechnical, legal, commercial, and regulatory due diligence, advising on abankable transaction structure, and managing the bid process. Inthis context, IFC is seeking the services of a specialized Technical Consultantthat will assist IFC with technical structuring and due diligence of theproject, which will include site analysis, module placement layout, technicalstudies, assessment of evacuation infrastructure requirements, identificationof ideal interconnection points, climate change related assessment, energyyield assessment, review of energy storage requirements, sizing of solar withoptimal storage, power demand analysis of procurers, detailed estimation ofproject cost, identification oftechnical approvals, development of performance specifications for the privatesector, definition of technical qualification criteria and technical evaluationof the proposals received in the competitive bidding process.
