BACKGROUND1. India's 11, 099 km coastline supports richbiodiversity and millions of livelihoods, but remains highly vulnerable toclimate change, plastic pollution, and unsustainable development. Tamil Nadu, with its 1, 069 km coastline, is home to ecologically critical habitats such asmangrove forests, seagrass beds, nesting beaches for endangered sea turtles, migratory bird flyways, Ramsar wetlands, and rare coastal mammal habitats. 2. The World Bank-supported SHORE (StrengtheningCoastal Resilience and the Economy) program seeks to strengthen coastalprotection, enhance community livelihoods, and reduce coastal pollution throughintegrated, nature-based and community-driven approaches. One key innovationunder Tamil Nadu-SHORE (TN-SHORE) is the establishment of six Centres ofExcellence (COEs), each dedicated to a vital thematic area in Tamil Nadu: i. BiodiversityConservation Park ii. SeaTurtle & Marine Biodiversity Centre iii. PallikaranaiConservation Centre iv. InternationalBird Centre v. MangroveConservation Centre vi. DugongConservation Centre 3. These COEs are envisioned as long-term hubs foreducation, conservation, public awareness, community engagement, biodiversitymonitoring, and nature-based tourism. The World Bank and Government of TamilNadu aim to make India a "Lighthouse Country" for coastalbiodiversity conservation through these COEs. 4. Furthermore, under the SHORE program, the WorldBank and the state governments are exploring options for accessing BlueFinance, in line with the principles of green finance, as well as otherfinancing options to scale up financing for SHORE priorities. The sustainabledevelopment of the blue economy requires financial instruments that mobilizeinvestment, mitigate risks, and drive measurable impact. The SHORE Programseeks to present a stocktaking of blue finance mechanisms, examining theirfinancial structures, implementation requirements, and performance across variousfinancing instruments. 5.
