1.HPCL-Mittal Energy Limited (HMEL) is a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and Mittal Energy Investment Pte Ltd, Singapore - a Lakshmi N Mittal Group Company. HMEL is owning and operating Crude Oil Refinery of 11.3 MMTPA & Petchem unit at Bathinda in Punjab, called Guru Gobind Singh Refinery Project. 2.It has latest state of the art 165 MW captive power plant(CPP) to meet its power and steam requirement & Petchem Unit name as GGSPAP situated inside the Guru Gobind Singh refinery. 3. Tender issued for O&M of CPP & Petchem Substation in two parts. 4. Part A:- O&M of CPP plant 5. Part B:- O&M of Petchem Substation. Part A :- Captive Power Plant (CPP) consisting of 2 X Fr. 6 GTG sets + 2 x 110 TPH HRSG +2 x 33 MW STG (Double Extraction) + 1 x 30 MW (BPSTG) + 4 x 240 TPH Utility Boilers + Balance of Plant + 2 x 300 TPH CFBC Boilers + Material Handling System Comprises of Pet Coke / Coal & Lime Handling + Ash Handling System. Hot water Belt exchanger and it’s auxiliaries, Natural Gas heater for Refinery and Gas turbines. Delinking & EP12 Project Part B:- GGSPAP(Petchem Unit) has 400 kV AIS, 400 kV GIS, 400/66 kV 2 x 250 MVA transformers, 66 kV GIS and their associated control systems, 11 nos. of 66/6.6 kV permanent substations and 03 E-house substations, 05 nos. of 500 kVA / 1000 kVA compact substation for Petchem lab building, Weigh bridge, SS-80 & PCRS Area, 01 No. of 6.25 MW DG set, specified electrical systems of Petchem Main Control Room, SRRs & CRs, COE Building, V-Shape Office Building, ASRS (HVAC PDBs & VFD Room). 6.
