Expression of Interest are invited for Financial Management and Fiscal Position Analysis of the Amritsar and Ludhiana Municipal Corporations and Selected Independent Service Entities The consultant should complete a financial management assessment that includes an institutional/organizational assessment and a financial analysis. The institutional assessment should explore the framework, systems, rules, procedures stipulated and compare these to local practices, but also assess availability and skill-mix of staff. The consultant should collect all financial and relevant supporting information for the last three completed fiscal years, that is, 2018/19, 2019/20 and 2020/21. The consultant should also obtain preliminary, projected results for the fiscal year of 2021/22 that may shed light on the impacts of the COVID-19 pandemic on the financial situation and medium-term outlook of the two MCs. The assignment requires field work based in the two MCs. The consultant should complete various tasks that include but are not limited to the following. (a) Institutional and organizational analysis (b) Financial analysis (c) Audit reports (d) Creditworthiness assessment (e) Knowledge sharing (f) Final Report including detailed institutional assessment and detailed financial analysis of the MCs and the selected independent entities, summarize results and proposals discussed in workshops, present established baselines, and form recommendations
