File should be punched & eyeleted wi th 4 nos aluminum eyelets- two on each flap at a distance of 1.5cm to 2 cm from the left edge of each flap & the gap should be 7.9cm between the eyelets. 2 nos of good quality cotton tag/lace of length ap prox 60 cm & dia 3-4 mm to be inserted in the tag holes & the end of the tag should be reinforced wit h metal/tin plate. File should be machine creased in center folding.
